Lies and misinformation

So, I submitted my background with all the complete documents on Feb 17, 2018 and the wait starts. I am told the ETA is March 03. 2018 which is almost 3 weeks, and the recruiter tells me that your verification is 92% complete. So I ask HireRight what step is pending. I am told my educational verification from my school back in India. And I am also told that there is a delay in response from my school.
So I call up my school and inquire. I am told that HireRight did contact them on Feb 20th, 2018 regarding my verification but failed to pay a small fee of $15 which my school has been waiting on for releasing the verification.
So unprofessional and unethical. Why misinform the candidates?
I have offered HireRight to pay this fee myself and waiting for a response.
Employers - Why would you hire such a company that can potentially cause you a loss of a candidate who already has been offered by you?
I had two offers and I rejected the other company's offer in your favor since your hiring process was excellent and fast. But I really don't wanna regret this decision.
I wish I could give negative points to HireRight!
